Invitation to Bid

Sealed bids will be received by the Medina County Park District (“MCPD”), 6364 Deerview Lane, Medina, Ohio 44256 until Tuesday, June 13, 2023 at 2 p.m. local time and will be opened and read publicly immediately thereafter for the construction of:

Project Name: H2Ohio Chippewa Lake Wetland Restoration - Vaughn
Location: Lafayette Township, Medina County
Description: Site Preparation, Storm Drainage, Excavation and Embankment, Wetland Construction, Wetland Seeding and Planting, Diversion Structure Construction, Trail Base Prep, Asphalt Trail Paving and Boardwalk Construction

This contract shall be let in accordance with the bidding documents (as defined in the instructions to bidders included therein) on file at the park district headquarters. Electronic copies of the bidding documents, including bid forms and specifications, may be obtained free of charge from the MCPD website at www.medinacountyparks.com. Downloaded forms may be used for submittal.

This contract is partially funded by the H2Ohio program administered by the Ohio Department of Natural Resources (ODNR). All work contributing towards the wetland restoration work, as indicated in the bid form, will be paid for directly by ODNR. All work contributing towards the construction of the trail and boardwalk, as indicated in the bid form, will be paid for directly by MCPD.

A pre-bid conference will be held on Friday, June 2, 2023 at 1 p.m. at MCPD headquarters located at 6364 Deerview Lane, Medina, Ohio 44256.

All bids must be accompanied by a bid guaranty in the form of either:

1: A certified check or cashier’s check made payable to the MCPD or a letter of credit meeting the requirements of Chapter 1305 of the Ohio Revised Code in an amount equal to ten percent of the bid amount conditioned to provide that if the bid is accepted, the bidder will enter into a proper contract for the work: or

2: A Bid Guaranty and Performance Bond, for the full amount of the bid, written upon an acceptable surety company authorized to do business in the State of Ohio, conditioned as provided in Section 153.571 of the Ohio Revised Code. A form of this bond is included in the Project Manual.

Bids must be submitted on forms provided by the park district and filed in a sealed envelope clearly marked, “H2Ohio Chippewa Lake Wetland Restoration - Vaughn” by the time and date set forth above.

The Engineer's estimate is $680,227.21. No contract shall be awarded at a price more than ten percent in excess of the Engineer's estimate. Contractors and Subcontractors must comply with the prevailing wage rates requirements detailed in the Bid Documents. The bid will be awarded to the lowest and/or best bidder. The MCPD Board of Commissioners reserves the right to reject any and all bids.
